Private jets at Rome Ciampino Airport

Ciampino is Rome's business aviation airport, about 15 km from the city centre, with an 1,800 m2 General Aviation Terminal and several FBOs including Signature, Jetex and Universal. Private flights are allowed only from 06:00 to 23:00 local and are capped at 61 movements a day, so every flight needs an airport PPR booked through a handler.

Airport

Opening hoursGeneral and business aviation may operate every day 06:00-23:00 local (Assoclearance, under Ministerial Decree 345 of 18 December 2018). The airport regulations set the General Aviation Terminal hours at 07:00-23:30; Aeroporti di Roma's passenger page says 07:00-23:00, 365 days a year. Signature lists 07:00-23:00 with call-out on request; Universal lists 07:00-23:30; Jetex lists 24/7.
Prior permissionEvery general aviation landing needs a PPR from Aeroporti di Roma, requested by the handler through ADR's electronic PPR system at least 4 hours before the scheduled arrival. PPRs are issued only for 06:00-23:00 local (except emergency, medical and state flights) and up to 61 movements a day; ADR approves in order of request up to 56 movements and keeps 5 for unplanned departures and based operators. Requests need the noise certificate and, for air taxi flights, the AOC. Cancellations must be made at least 48 hours before arrival, or the operator can be charged a penalty and reported to ENAC.
Customs and immigrationSignature and Jetex both advertise on-site customs and immigration at the General Aviation Terminal. Universal lists customs and immigration among its services.
SlotsCoordinated airport (Level 3) in summer and winter (Assoclearance). For general and business aviation, authorisations are issued directly by Aeroporti di Roma through the PPR system rather than by Assoclearance.
Noise and night restrictionsMinisterial Decree 345 of 18 December 2018 limits Ciampino to 06:00-23:00 local for commercial and private flights and caps general aviation at 61 movements a day (and commercial flights at 65 a day). APU use is limited to 5 minutes before start-up clearance and 5 minutes after engine shutdown (15 and 10 minutes in exceptional cases with approval).
Aircraft parkingStands are allocated with the PPR, depending on availability. From 1 May to 30 September, ferry-in general aviation flights with aircraft of more than 21.40 m wingspan may stay no more than 24 hours (local operators excepted). Passengers may board and leave aircraft only on the assigned stand.
Other restrictionsThe circling approaches to runway 33 (VOR A and RNP A) need crew familiarisation. Pilots not familiar with the aerodrome may land on runway 33 only by day with at least 1,500 ft ceiling and 5 km visibility, and not at night (ADR self-briefing). A late or missed PPR, or arriving outside the agreed times, can be reported to ENAC.
